computes the Wigner d and Wigner D functions
Description
Note that for rot = pi/2 and high L the relative error of some matrix entries of the Wigner-d matrix increase rapidly. Moreover the matrix is no longer symmetric w.r.t. d(k,l)=d(-k,l).
